Basement

Our basement (2009) is a crumbling cement floor with a coat of red paint. A small amount of air and/or moisture probably comes through the floor, gets trapped under the paint, and forms bubbles. Then walking or scraping the floor causes crumbling of the paint, exposing crumbling cement.
I have been looking into adding leveling compound. Level X-52 looks pretty good.
Should we do this project at the same time as replacing the boiler and insulating the rim joist and basement walls?
